A Puerto Rico House of Representatives committee met this week to confront a grid complaint that has been building for months: residents of Arecibo and Barceloneta have been reporting voltage fluctuations severe enough to damage home and business equipment.[1]
The meeting, convened by Representative Jerry Nieves Rosario, president of the Northern Region Commission, follows a long paper trail. Nieves Rosario filed House Resolution 554 in January 2026 to investigate the fluctuations and service interruptions in both municipalities, and that resolution has since received a final legislative report.[2] Separately, more than 222 residents of the Islote neighborhood in Arecibo put their names to a written communication demanding intervention and citing equipment losses.[3] The short-term fix on the table is a visual inspection to assess whether the main line serving Islote can be connected to a substation in the urban core of Arecibo - feasibility first, construction later.[4]
The read here is that a visual inspection is not a repair order. Residents have been documenting this problem since at least January, a legislative resolution has already run its full course, and the next concrete step is a site survey. That gap between the paper record and the physical fix is exactly what the communities of Islote have been living inside.
