OcyonBio has closed a $72 million loan under the Puerto Rico CDBG-DR program to finance its biomanufacturing campus in Aguadilla, with the funding administered through the Puerto Rico Department of Housing.[1]
The closing was signed at the Department of Housing in San Juan by OcyonBio co-founder and CEO Robert Salcedo, CFO Daniel Chang, and Deputy Secretary of Disaster Recovery Lcdo. Carlos R. Olmedo.[1]
The loan funds a campus that combines contract manufacturing (CDMO) and process-development (PDMO) capabilities under one roof: client companies lease fully cGMP-compliant clean rooms and suites inside shared infrastructure and run their own manufacturing autonomously - a model that cuts the capital cost of building a plant from scratch and extends a young company's runway.[2]
The Aguadilla site currently offers 200,000 square feet of customizable cleanroom space, with individual suites ranging from 200 to 50,000 square feet, serving companies working in cell and gene therapies, biologics, and viral vectors - from early research through commercial scale.[3]
OcyonBio has signed agreements to develop more than 95,000 square feet of cleanroom and biomanufacturing space at the site for Biosimilar Solutions, covering process development, plasmid DNA, viral vectors, cell banking, and cell processing.[4] The company's staged expansion plan - eight buildings named after the world's oceans, totaling more than $200 million of investment - is scheduled to complete in 2029, adding analytical laboratories, a manufacturing science lab, and an AI-driven lab designed to train non-technical staff into biomanufacturing roles.[5] In 2023, the Puerto Rico Economic Development Bank extended $3.85 million in equipment financing to Ocyon Bio PR and Biosimilar Sciences PR through the U.S. Treasury's State Small Business Credit Initiative.[6]
