Operational failures at the Palo Seco, Costa Sur, San Juan and Aguirre power plants forced rolling blackouts across Puerto Rico on Tuesday.[1] LUMA Energy said more than 142,000 electricity customers lost power that day.[2] Genera PR, which runs the generation fleet, said the failures at the four plants could trigger new outages Tuesday night, and warned on Oct. 27 that overnight load shedding was possible because of reduced generation capacity.[3][4] La Fortaleza closed one door on relief. Jean Peña Payano, Public Affairs Secretary, said on Tuesday the government is not currently weighing the use of Emergency Fund resources to cushion electricity costs.[5] LUMA Energy said on Oct. 28 it will carry out electrical infrastructure work across 14 municipalities the following Wednesday.[6] Whether that work touches any of the four plants that failed Tuesday, the announcement does not say.
