On the ninth anniversary of Hurricane María, Resident Commissioner Pablo José Hernández Rivera said Puerto Ricans remain frustrated because much of the promised reconstruction aid has not arrived, blaming coordination failures at federal and local levels, bureaucracy, lack of technical training, and managerial incompetence.[2]
