Migration swung 17,000 people in two years. The island felt both.

Puerto Rico's net migration turned negative again between July 1, 2024 and June 30, 2025, recording -2,779 for the period [5]. That reversal is steep. The prior year had posted a positive net migration of 14,425 - a swing of more than 17,000 people in a single annual comparison [6]. In 2024, that positive migration had helped stabilize the population [7]. That stabilization is now gone.
