Migration went negative again in 2025, but a large mainland diaspora and Act 60's own 183-day residency test mean the next Puerto Ricans do not all have to be born and wait eighteen years.

Puerto Rico lost residents to migration again in 2025, and the read here is that the fastest way to reverse it is not the maternity ward but the airport arrivals hall. Census figures put the net migration loss at 2,779 people in 2025, wiping out the positive net migration of 14,425 the island had counted the year before.[1][2] I have argued in this column that a birth today is a resident eighteen years from now.
