A fair in Barceloneta drew the institutional backing of Senate President Thomas Rivera Schatz and was coordinated with Mayor Wanda J. Soler Rosario.

The fair was carried out with direct support from the island's Senate President and in coordination with Barceloneta's mayor. Puerto Rico's tax code separately defines an export service as one provided for the benefit of a foreign person, a trust with non-resident beneficiaries, a succession with non-resident individuals, or a person doing business in Puerto Rico where the service has no nexus with Puerto Rico and the client is outside the island.
