Federal judge Héctor Ramos Vega reported that the Puerto Rico Electric Power Authority and New Fortress Energy made progress in their negotiations over LNG supply.[1] Both parties formally asked the court for a follow-up conference on the talks, and the judge held a second follow-up conference in his chambers at their request.[2][3] The dispute behind the talks is concrete: a federal judge earlier ordered New Fortress Energy not to block third-party gas from entering the terminal it controls at San Juan Bay.[4][5] New Fortress exhausted the gas from the Amur River carrier on a Saturday morning, and San Juan generation units have run on diesel since for lack of NFE gas.[6][7] New Fortress attributes the shortfall to the halt of its Altamira liquefaction plant in Mexico, which stopped on a sudden mechanical failure of its gas turbine, and has notified the AEE it may claim force majeure over the stoppage.[8][9] The company told the court it expects full delivery resumption in the fourth quarter of 2026, but it has given no date for when gas will actually flow again.[10][11] Meanwhile, New Fortress says its dock is ready for other suppliers and has proposed a competitive auction for up to 100,000 cubic meters of LNG through its terminal, asking the government for the contact details of its alternative suppliers.[12][13][14] The AEE, for its part, claims $45.8 million in 2026 delivery penalties against the company.[15]
