Grid operator LUMA Energy has been granted 180 days from the effective date of Law 207-2026 to update its systems and procedures.[1] Governor Jenniffer González Colón signed the legislation on Thursday in Puerto Rico.[2] The timeline follows formal findings from the Centro Para Una Nueva Economía. In October 2021, CNE stated both LUMA and the Puerto Rico Electric Power Authority shared responsibility for island electrical blackouts.[3] CNE additionally documented LUMA had approximately one full year of preparation time before taking control of the grid, and delivered poor operational performance after assuming oversight.[4]
