La Fortaleza Public Affairs Secretary Jean Pena Payano said on Thursday, Oct 23, that the Financial Oversight and Management Board is favoring LUMA Energy in the ongoing contract legal dispute.[1] The charge lands against a sharp move in the price of power. Puerto Rico electricity rates rose 18.5% in early October to a record 33.85 cents per kilowatt hour.[2] On Oct 24, protesters gathered outside LUMA Energy headquarters in Santurce over poor service and the higher rates.[3] The same board Pena Payano named holds other decisions pending. Governor Jenniffer Gonzalez Colon said she will submit a proposal to the Fiscal Oversight Board for a temporary IVU exemption on prepared food during November and December.[4] That exemption requires final approval from the board before it can take effect.[5] The statement from La Fortaleza puts a name to who it blames as the rate and the pending proposals sit with la Junta. It does not say what in the LUMA case points to favoritism, and the board has not answered the charge.
