Puerto Rico energy czar Josué Colón Ortiz gave LUMA Energy five days on Oct. 24 to investigate whether smart meters caused unusual jumps in customer bills.[1] The order lands in the middle of a FEMA-funded rollout. LUMA is installing about 1.5 million smart meters across the island under the Advanced Metering Infrastructure project.[2] As of September the company had installed over 200,000, with a stated target of 500,000 before the end of the year.[3] LUMA says its billing systems are reliable and that no irregularities had been identified in its processes.[4] The Senate is not taking that at face value. Senate president Thomas Rivera Schatz filed formal request 2026-0151 for meter calibration records, accuracy tests and error logs from LUMA.[5] Between the five-day deadline and the records request, two branches of the government are now pressing the same utility for the same answer: show the numbers behind the meters.
