La Junta asks Ports Authority for NFEnergía lease payment history

The fiscal board gave the Ports Authority until Monday to produce the full payment record on the 2018 lease that gave New Fortress exclusive use of San Juan's gas docks - while the plant the pier supplies runs on diesel.

Puerto Rico's Fiscal Supervisory Board has demanded the full payment history for the lease that NFEnergía - a subsidiary of New Fortress Energy - holds over the Puerto Nuevo pier in San Juan, where the company receives and processes the natural gas that feeds the San Juan Central power plant. [1][2][3][4] Board executive director Robert F. Mujica sent the request letter to Ports Authority executive director Norberto Negrón Díaz and gave the agency until Monday to deliver the data. [5][6] The lease under examination dates to 2018, when the Ports Authority awarded New Fortress a non-competitive, 20-year deal for exclusive access to the island's only northern gas-import docks - an agreement that was never submitted to the fiscal board for review or approval. [7][8][9] The board has since warned that the deal gives New Fortress a port monopoly at the San Juan terminal. [10] The records request lands in the middle of an active supply crisis. San Juan Central's units have been running on diesel since the weekend after gas supplies ended, [11][12] a backup fuel the Energy Office estimates has cost $82.5 million - costs that will be added to customer bills between January and March of 2027. [13][14] Genera PR is meanwhile arranging alternate natural gas suppliers at the 3PPO's direction. [15] The payment history is also the paper trail behind a live money dispute: under the lease, New Fortress can charge a dock toll of 50 cents per MMBtu when third parties use the terminal, and the government has gone to federal court to activate that mechanism. [16][17] The lease has been politically charged as well: PPD senators have questioned why the government keeps the exclusive gas-entry contract alive, [18] after the PNP majority defeated a PPD resolution to cancel the dock contract in August. [19] The board has already warned that the 2018 deal made New Fortress a monopoly at the San Juan terminal; [10] the payment ledger it now wants covers the dock at the center of that warning. [4]
