Judge Laura Taylor Swain rejected a request to halt all temporary power contract awards in Puerto Rico while she reviews the lawsuit brought by the Power Expectations consortium, according to a ruling reported Sept. 28.[1] The decision leaves the awards in place for now. Swain will still review the consortium's underlying complaint; what she declined was the request to freeze the contracts during that review.[1] The grid these contracts are meant to shore up remains under strain. LUMA Energy reported an outage that affected 205,761 customers across the island in figures the utility logged around 9:45 p.m. on the date recorded.[2] LUMA said a fire at the Sabana Llana substation in Carolina broke out in an old transformer already scheduled for replacement.[3] The utility separately announced maintenance and improvement work in Utuado, Juana Díaz and Yauco on Sept. 25.[4]
