Puerto Rico's Office of Management and Budget has rescinded the unpaid contract of Itza García,[1] the former undersecretary of the Governor's Office,[2] eight days after the agreement was formalized on Oct 27.[3][4] The agency said the cancellation was made to avoid distractions for the Íntegra PR project, the government's enterprise resource planning system, which has ongoing operational issues.[5][6] The contract covered ERP implementation work, was filed with the Office of the Comptroller on Oct 30, and had been granted with validity to April 13, 2027.[7][8][9] It followed a rejected paid arrangement: the Office of Government Ethics rejected OGP's $150-an-hour, six-month hire proposal, and the agency hired García five days later with no apparent pay, under the unpaid arrangement the ethics office itself had approved.[10][11][12] García left her La Fortaleza post on Aug 15, 2026, and remains under investigation by the Panel on the Independent Special Prosecutor.[13][14] The Office of Government Ethics has also filed administrative complaints against her and former Secretary of the Governor's Office Francisco Domenech;[15] García is accused of intervening in a $120,000 government contract for her partner, the Next Wave Solutions deal signed Dec 16, 2025.[16][17] On Thursday, La Fortaleza Public Affairs Secretary Jean Peña Payano said OGP must explain the terms of the unpaid appointment,[18] referring questions to OGP executive director Orlando Rivera Berríos[19][20] and declining to share the governor's reaction to García's return.[21] Gov. Jenniffer González said García must explain and defend herself against the allegations.[22] Rivera Berríos had defended the hire on the grounds of García's skills for the ERP system transition.[23]
