LUMA Energy's customers averaged 27.61 outage hours a year as of June this year, the highest since the company took over Puerto Rico's grid in 2021, according to Ramón Luis Nieves.[1] LUMA Energy assumed management of transmission and distribution after the grid was privatized in 2021.[2] That system carried long documented weaknesses before the handover; Hurricane Maria exposed them when it struck in September 2017.[3] Engineer Tomás Torres Placa said LUMA Energy's performance metrics carry no financial consequences under the existing contract.[4] Read against the June outage figure, that is the point worth holding: a metric that climbs to a post-takeover high while the contract attaches no cost to the climb. The grid Puerto Rico runs on sits under a bankrupt owner. The Autoridad de Energía Eléctrica declared bankruptcy under Title III of PROMESA law in 2017 with $9.3 million in debt.[5]
