Otero Rivera, a 35-year-old San Juan resident, on Oct. 9.[1] The facts available name the defendant, his age and his place of residence. They do not state the charges themselves. Two other enforcement actions were filed in the same period. The Office of Government Ethics lodged an ethics complaint against José Javier González Cruz, an employee of the Department of Housing, as of Oct. 1.[2] And the Independent Procurement Office, known as 3PPO, sent a formal referral to federal prosecutors against NFEnergia LLC, a subsidiary of New Fortress Energy, asking for an investigation into alleged violations of federal law.[3]
