The Puerto Rico Senate approved Bill 133, which sets utility payment plans capped at 5% of household income for water and electricity debts. [1]
The vote adds a new track to the same fight the chamber's Popular Democratic Party delegation opened the prior Monday, when it filed three measures to offset the approved LUMA Energy rate increase. [2] That package would move $131.6 million from the government Emergency Reserve Fund to the Puerto Rico Electric Power Authority. [3]
The increase the senators are trying to blunt landed at 5.28 cents per kWh, approved by the Puerto Rico Energy Bureau. That is below the 6.66 cents per kWh LUMA Energy had proposed. [4]
Where the reserve-fund transfer attacks the rate, Bill 133 attacks the arrears: it ties what a household must pay on a utility debt to what it earns, at a 5% ceiling. The two measures appear to work on the same customers from different ends.
