# Energy Board denies Genera PR and AEE more time, cites who holds the documents

Rejection lands as the island's rate and generation proceeding draws filings on fuel, costs and interconnection rules.

The Puerto Rico Energy Board rejected extension requests from both Genera PR and the Puerto Rico Electric Power Authority, WAPA.TV reported on Oct. 10, noting that AEE claimed most of the documents at issue were under its own control and custody.[^1]

In the same report, energy expert Rolando Emmanueli said the Board should have used its powers to force the privatized companies to meet their duties to the public sooner.[^2]

The rejection sits inside a broader rate and generation proceeding that has drawn a run of filings. On Sept. 28, Metro Puerto Rico reported Justo Gonzalez saying the final approved rate increase may not reach the full 6 cent per kWh amount requested by LUMA Energy and Genera PR.[^3] A day later, Metro Puerto Rico reported Jean Peña Payano saying the proposed increase is not tied to Middle East or Strait of Hormuz conflicts, because Puerto Rico's generation fuel does not come from that region.[^4] On the fuel side, El Nuevo Día reported on Sept. 27 that the Amur River, a liquefied natural gas tanker, is meant to deliver fuel for power generation on the island.[^5]

The interconnection rules are moving on a parallel track. Caribbean Business reported on Oct. 7 that LUMA Energy filed on Oct. 5 to scale back consumer-oriented proposals in the proposed Distributed Generation and Microgrid Interconnection Regulation.[^6] In that filing, LUMA opposed the Energy Bureau's proposed Reserve Fund, arguing that Act 114-2007 requires the company seeking an interconnection to pay for any feeder improvements it needs.[^7]
