Protesters rally against permit reform outside Capitol AI illustrationhow this picture was madeThe Senate of Puerto Rico approved a substitute bill reforming the territory's planning and permitting system by voice vote on Tuesday.[1]
Outside el Capitolio, environmental, political and community groups staged a protest against the proposed permit reform.[2] Organizers demanded the Senate reject the substitute version of Senate Bills 1173 and 1183 and hold new public hearings.[3] The protest came as the substitute was scheduled for Senate review.[4]
The chamber did not record a roll call on the measure; the vote was taken by voice. That leaves no tally of who voted for or against.
Two other measures moved through the Legislature the same day. The House of Representatives unanimously approved House Bill 738, which bans government professional service contracts with persons who admitted corruption offenses regardless of conviction status.[5] Representative Joel Franqui Atiles of the New Progressive Party introduced House Bill 1459 on 2026-10-12, proposing a 32-hour, four-day workweek for public sector employees.[6][7][8]El Senado de Puerto Rico aprobó un sustitutivo que reforma el sistema de planificación y permisos del territorio mediante votación de viva voz el martes.[1]
