# Puerto Rico's $1.5 Billion Nutrition Gap Gets Its Best Shot Since 1982

A Democratic Congress puts the island's four-decade exclusion from SNAP back on the farm-bill agenda — if cost and a veto don't stop it.

Puerto Rico has been outside the Supplemental Nutrition Assistance Program since 1982, when Washington replaced it with a fixed block grant that neither grows in a recession nor in a hurricane.[^1] The block grant stood at $2.98 billion in fiscal 2026, serving about 1.42 million participants a month.[^2][^3]

The gap between what the island gets and what SNAP would pay is the prize USDA itself has priced: the department's feasibility study puts annual SNAP benefits for the island at $4.5 billion in 2031 dollars — roughly $1.5 billion a year more than the current block grant.[^4]

The vehicle for closing that gap is the farm bill, and its timing is now unusually open. The 2018 farm law's extension lapsed on September 30, 2026 with no final bill enacted.[^5] The House passed its 2026 farm bill without the Puerto Rico transition, and the Senate version cleared committee only in September after a fight over SNAP cuts in the 2025 tax law.[^6]

The bill on the table is the Puerto Rico Nutrition Assistance Fairness Act, filed by Resident Commissioner Pablo José Hernández in September 2025 with four Democratic and four Republican cosponsors.[^7] A Senate companion from Kirsten Gillibrand has since picked up Roger Wicker of Mississippi. Leadership signals have shifted too: Hakeem Jeffries, positioned to be the next speaker, backed moving the island from PAN to full SNAP during a May visit to Puerto Rico.[^8]

With a Democratic Congress seated in January, the likeliest design repeats the 2024 Senate Agriculture framework: a long transition runway, planning money for data systems and Disaster SNAP access first, and budget neutrality to hold cost down. Sixty Senate votes and a presidential signature remain the wall; the incoming majority is expected to fall roughly four votes short of veto-proof. Farm-state Republicans' need for commodity programs gives Democrats leverage — and Puerto Rico will be competing with restoring SNAP cuts in the states for every dollar of that leverage.
