A resolution filed in the Puerto Rico House of Representatives has put the San Juan Cruise Port concession back in front of lawmakers. The San Juan Daily Star reports that Rep. José Aponte Hernández filed House Resolution 854 last week.[1] The concession at the center of it sits with San Juan Cruise Port LLC, which holds a 2022 public-private partnership with the Puerto Rico Ports Authority, according to the San Juan Daily Star.[2] Cruise Industry News reports that Global Ports Holding took over operations of San Juan Cruise Port in February 2024 under a 30-year public-private partnership agreement with the Government of Puerto Rico and the Ports Authority.[3] One piece of the picture is not on the public record. Bizlatinhub notes that the LLC operating agreement in Puerto Rico is flexible and not public.[4] For a resolution aimed at the concession, that gap appears to leave the governing terms out of reach of anyone reading from the outside.
