Representative Jerry Nieves Rosario has filed House Bill 1511 to keep Social Security cost-of-living increases from costing Puerto Rico beneficiaries their welfare benefits, La Voz Digital de Puerto Rico reported on Oct. 20.[1] The measure, named the Social Security Cost of Living Adjustment Eligibility Protection Act, addresses a bind familiar to many on the island: a bump in a monthly Social Security check can push a household over the income line that qualifies it for local welfare aid, and the raise can cost more than it gives. The bill aims to break that link so a COLA increase does not trigger the loss of those benefits. The same beneficiaries face a change in how they reach the agency. The US Social Security Administration will push back the opening of its telephone service by one hour in Puerto Rico and the US Virgin Islands starting Nov. 1, with lines opening at 9:00 AM AST, Metro Puerto Rico reported on Oct. 27.[2] For an older person in Utuado or Ponce calling to sort out a payment question, that is one less hour in the morning to get through. Whether the bill advances is for the Legislature to decide; the phone change takes effect first.
